Reviewer:  Anonymous   Review Date:  5/11/03      Rate This Apartment     I lived in the Civic for 9 months.It is an OK choice for being close to doowntown light-rail and it's cheap, but cheap comes at a price...My apartment and several other are infested with roaches which I was not told about.The utilities are a percentage based system, meaning even if you used no utilities you still get charged and generally it's a very high bill.The mangement is less than helpfull although the maintenence crew is nice and fairly speedy.Fred meyer's across the street is nice, and it is close to about 6 different bars if that is your thing, but the neighborhood is less than nice.Expect drug dealers and prostitutes around the builing and frequently living in the building.Overall I would avoid the Civic unless it is a last resort.
